It's b/c the moderators go through everything and Fender only has a few employees that work on the forum during standard work hours. Open only on weekdays and only during daylight hours. Total overkill especially since a forum is supposed to be for people to converse on subjects that interest them, not for the company to make sure that anything that might make them look bad will be censored out. I mean, ya I understand that they want it to be family friendly and all, so they want to catch any swearing and such, but come on, if someone does break the forum rules, just delete their post and account when you get the chance! Fender has fans all over the world. Just b/c the hours are convenient for the employees doesn't mean it'll be convenient for all.
