Providing the neck is straight or very, very slightly concave, which I assume it is as he doesn't mention otherwise, truss rod adjustments have nothing to do with action!
I see far too many people messing with truss rods to fix action when it wont fix anything the way its supposed to be fixed.
You need to shim it correctly,then the bridge will allow up and down action adjustment.
If its fretting out then a possible trussrod adjustment may be needed but otherwise if the neck is straight trussrods dont need to be messed with at all.
To check if your neck is straight put either a capo or a piece of string very tightly around the neck and strings at the first fret, now depress a string at the 12th fret, now look to see if the strings have a small gap between the frets and the strings between the first fret and 12th. If the strings are touching the middle frets a trussrod adjustment is needed to make it slightly more concave, if there's a gap, even a very slight one it doesnt need adjusting. If there's a huge gap an adjustment is needed to make it straighter.
You can do this with you hands and dont need string or capos too, I'm sure you can figure it out.
