Pickguardian for the pickguard, or maybe a luthier in Cincinatti, or Cleveland, or Columbus or even Vinton (which I have never heard of.)
I understand building a neck is a difficult and expensive idea, so good luck there.
Pickguards can be had much easier, but it's always a good idea if you don't already have one, to have it built by someone who can actually handle the guitar and take precise measurements and ensure an exact fit.
