To summarise
low action is when the strings are nice and close to the fretboard so they're easy to push against the frets quickly, most people prefer it this way
Some people prefer the strings a little higher (high action) this is better for playing slide guitar and some people (J Mascis for example) just prefer playing with the stings a little higher off the fretboard
