it is true, im prety sure with nearly all muffs they sound so much more huge as you turn them up...
i just turn it up sometimes.... but if you want a serius answer, you could get a true bypass loop with a volume control, turn the muff volume up tons and turn the volume down on the tb loop to be the same as your clean signal... although that sounds like a waste to me >.>
