first off, the mustang was offered in a 22.5 and a 24. scale for the first year or so of production. ever since 1966 every jaguar, and mustang was made as a 24 scale.
the scale is the measurement from the nut to the bridge.
all japanese jaguars and mustangs are 24"scale. the jaguar has always been 24, except for the baritone which changes depending on the issue year and style. the jagstang has always been 24. no if ands or buts.
the "neck measurement" is from the nut to the end of the butt of the neck. obviously the butt is curved and you wouldn't measure bass-treble, you measure from a center line.
a good way to figure out the scale is to measure from the center of the neck from the nut to the 12th fret. that is HALF the scale length and has nothing to do with neck length.
