It's basically saying the amp is a 4 ohm load:
It can either be connected to one 4 ohm speaker, or two 8 ohm speakers (two 8 ohm speakers wired in series will result in an 4 ohm load)
The lower the impedance, the more efficiently the amp is working, so will put out more wattage/power.
RE: load matching, ALWAYS make sure the cabinet's load (ohm rating) is equal to or bigger than the amp's, otherwise you run the risk of killing your amp's transformer.
