You do in certain places. Most busy town centres you don't, markets etc, there are usually designated areas where it's fine. Other places you can't do it unless you pay for a lisense (which to me reaks of counterproductivity, but whatever). This is only in the UK by the way, I have no idea what US policies on busking are.
